Restaurant Thingy Thingy

Here's a project that I've had in my thoughts but haven't done anything about: I've got these paper menus I've taken from restaurants I've patronized. What I'd like to eventually have is a site where a user can see:

• a map of these sites, symbolized by food type
  
• scans of the menus
  
• diner comments and reviews
  

To do this, I'd need either something like MapServer or ArcIMS. Prolly also figure there's gonna be some kinda database in there somewhere, and maybe something Wiki-ish? Anyway, thoughts for now, but I have no real online space that I'm actually paying for so I dunno...
